Decide whether you need reachability or audience qualification
Basic validity screening removes malformed, disconnected or suspended numbers to reduce wasted messages and calls. Usability assessment asks whether a number is used in the target market and is appropriate for the permitted campaign. Define whether the immediate goal is a hard filter before bulk messaging or a narrower outbound-call list, because accuracy, latency and sample requirements differ.
Compare four dimensions, not price alone
Check target-country range coverage and portability or virtual-number handling; decide whether binary results suffice or operations need suspended, disconnected, powered-off and recycled-number signals; select files for occasional batches or APIs for frequent workflows; and quantify the relative cost of removing a reachable record versus retaining an invalid one.
Choose build, buy or a combined workflow
Internal rules suit one stable country and simple format checks when maintenance expertise exists. Providers are more useful across countries and changing range or status data. A common hybrid removes obvious errors locally and sends the remainder for deeper verification. Messaging and calling may need separate thresholds rather than one universal rule.
Validate with representative samples
Test recent leads, records older than three months and known reachable, disconnected and suspended examples. Review plausible yield, false rejection and consistency across countries or ranges. A few hundred well-chosen records can expose systematic errors. Scale only after the test passes, retaining original inputs and results for channel-quality review.
Avoid common selection mistakes
Do not optimize only for low unit price, promise perfect accuracy, depend on one metric, reuse aging results indefinitely or treat screening as proof of consent. Put screening before outreach and combine it with source governance, frequency controls, opt-outs and local telecommunications and privacy requirements.
