Define what quality means
Measure correct format and country, present reachability, eligibility for lawful calling and fit with the campaign audience. Useful metrics include valid share, first-call connection, disconnected or suspended share, duplicates and performance by country or range. Clear targets give procurement, configuration and review a shared language.
Validate rules with representative samples
International numbering plans, lengths, carriers and dialing behavior differ. Sample major countries and every source type, retaining known outcomes as controls. Analyze false rejection, invalid records allowed through and classification errors such as fixed versus mobile or business switchboard versus personal number. Tune the relevant rule instead of simply increasing filtering strength.
Close the loop across sourcing, screening and calling
New sources, number recycling and carrier-policy changes make quality an ongoing process. Grade new lists on intake, choose depth by risk and value, leave time for pre-campaign review, and return call outcomes to the next batch. Retain screening time, rule version, sample size and rejection-reason distribution for explainable review.
Include compliance and recipient experience
Each market has different consent, do-not-call and time-of-day requirements. Segment records into callable, requiring additional permission, or eligible only for another authorized channel. Share suppression for objections, complaints and cooling-off periods across campaigns. Sustainable quality means improving valid contact without trading it for complaints, account restrictions or brand damage.
